City receives HOME-ARP homelessness reduction grant

City of Battle Creek issued the following announcement on Mar 23.

The City of Battle Creek has received a special one-time payment of $1,094,358 of the HOME Investment Partnership Program through the 2021 American Rescue Plan (HOME-ARP) funds, from the U.S Department of Housing and Urban Development (HUD).

HOME-ARP provides funds for housing development, homelessness assistance, and supportive services. The goal of this funding is to reduce the severity of homelessness in Battle Creek, which has increased since the beginning of the pandemic.

Between now and April 14, 2022, the City of Battle Creek is seeking proposals from qualified nonprofit organizations to provide rental assistance, supportive services and/or develop rental units/non-congregate shelters to serve households experiencing homelessness.

Selected proposals will be included in the City’s HOME-ARP funding distribution plan submission to HUD. The city’s Community Development team will award grants with HUD approval of the city’s plan.

In order to qualify for funding, all agencies must have at least one staff person attend the RFP pre-submittal Zoom conference on Thursday, March 24, at 9 a.m.

The deadline for questions related to HOME-ARP will be March 31, 2022. All agency proposals must be submitted by April 14, 2022.

The City will appoint a committee to evaluate all submitted proposals. Evaluations will focus on identifying the relative strengths, weaknesses, deficiencies, and risks associated with each proposal. Final recommendation of any selected agency is subject to the approval of the City Commission.
