Project Status Report

City of Owosso issued the following announcement on Aug 3.

2020 Sanitary Sewer Rehabilitation Project

Work began week of September 14, 2020. City sent out general information letters to affected residents along with telephone contacts to answer questions and/or concerns. Contractor also handing out contact information (door hangers) to residents with advance notice including dates and times to limit sanitary use. Sewer lining phase is 95% complete-Contractor performing finish work on remaining segments. Some additional lining work has been added at the City’s request. The Manhole Rehabilitation phase (manhole lining and chimney replacement) is progressing as planned. The Contractor intends to complete all work on or before July 30th, 2021, weather permitting.

2021 N Gould Street Project

  1. N Gould Street from Oliver to Moore: Work scope includes pavement rehabilitation with select curb and gutter repair, ADA sidewalk ramps, select sidewalk repair, complete storm sewer replacement, and permanent pavement markings and signing.  No water main to be installed.  Project is a MDOT Small Urban Program project.  Project began on June 14, 2021.  Existing pavement has been pulverized and concrete has been removed.  Storm sewer work is completed. Roadway excavation and aggregate base work is done. Concrete curb and gutter replacement is progressing according to plan. Asphalt paving is expected about mid-August. The project should be completed near end of August, 2021.
2021 Street Program – Contract 1 (Crush and Shape)

The following streets are scheduled for pavement improvements beginning mid-August through end of the 2021 construction season. Affected property owners will receive advance information letters before commencement of the road work.  Contractor bids were received July 6, 2021. Recommendation for Contract award is ready for its appearance at the August 2, 2021 City Council meeting.

  1. Glenwood Avenue from south end to Farr: Work scope includes widening existing road, pulverizing with stabilization, and asphalt resurfacing.  .
  2. Garfield Avenue from south end to Corunna: Work scope includes widening existing road, pulverizing with stabilization, and asphalt resurfacing. 
  3. Lincoln Avenue from Farr to Monroe: Work scope includes widening existing road, pulverizing with stabilization, and asphalt resurfacing. 
  4. McMillan Avenue from south end to Industrial: Work scope includes widening existing road, pulverizing with stabilization, and asphalt resurfacing. 
  5. Park Street from Harper to Ridge: Work scope includes widening existing road, pulverizing with stabilization, and asphalt resurfacing. 
  6. Pearce Street from South to Francis: Work scope includes widening existing road, pulverizing with stabilization, and asphalt resurfacing. 
2021 Chip Seal Project – Contract 1 (Double Chip Seal and Fog Seal)

The following streets were chip sealed late June, 2021:

  1. Auburndale from Broadway to Alger
  2. Carr from South to Herman
  3. George from South to Herman
  4. Glenwood from Farr to Monroe
  5. Herman from Carr to Kenwood
  6. Hiram from George to Chipman
  7. Nelson from South to Herman
  8. South from Chipman to Shiawassee
  9. Washington from south city limits to Gute
  10. Woodlawn from south end to Farr

     

Highway Maintenance was the Contractor and has completed all work.

2021 Water Service Line Replacement Project

Noncompliant water service lines will be replaced at 25 locations within the City of Owosso ahead of street construction projects.  Work began early July, and progress has slowed due to unforeseen conditions found in the field. Also, 10 more work locations were added at the City’s order. All work should be completed by end of August, 2021.

2021 Chip Seal Project – Contract 2 (Double Chip Seal and Fog Seal)

The following streets were chip sealed by mid-July, 2021:

  1. Adams from King to Elizabeth
  2. Alta Vista from Center to Shady Lane
  3. Alturas from Center to Shady Lane
  4. Chestnut from Stewart to Main
  5. Chipman Lane from Chipman to dead end
  6. Corlett from south end to Marion
  7. Jennett from Adams to Washington
  8. Mack from Robbins to Chipman
  9. Marion from Chipman to Hanover
  10. Morris from Mack to north end
  11. North St over Corlett Creek
  12. Orchard from Marion to north end

     

Highway Maintenance was the Contractor and has completed all work.

2021 Street Patch Program

Contract has been awarded to Smith Sand and Gravel.  Project start date was postponed due to rain and work began July 28, 2021.

2021 Sidewalk Program

Contract has been awarded to KMI Road Maintenance.  Project is postponed for start until August 9, 2021.

2021 City Hall Retaining Wall Project

Project has been awarded to Gordon Construction Services.  Base bid includes retaining wall, railing, turf restoration, and sidewalk reconstruction along the upper and lower portions of the retaining wall.  Sidewalk south of the retaining wall including in the alternate bid will be reconstructed at a later date.  Geotechnical design is complete. All preliminary city work was completed by City DPW crews. Wall and concrete demolition began early-July. Following excavation, City Engineering evaluated site conditions and decided to install sheet piling along the north edge of the excavation. A sub-contractor was hired to perform the special work. Sheet piling work began July 27, 2021. The wall construction will follow soon thereafter. All work should be completed by end of September, 2021.

Washington Park Smart Homes Utility Extension Project

  1. Wesley Drive from Water to Washington:  Work scope includes widening existing road, pulverizing with stabilization, asphalt resurfacing, select storm sewer replacement, water main construction, and sanitary sewer construction. 
  2. Washington Street from North to Wesley:  Work scope includes water main construction.
Project design is complete and is ready for contractor bid.  City Engineering has secured EGLE sanitary and water permits.  The project is on HOLD position until the 2022 construction season.

James S Miner Launch Project

Work scope includes constructing a kayak launch and kayak locker north of the Heritage Footbridge.  Design work is complete.  EGLE permit application is in process and a permit is expected sometime late September. The ramp and landing area work may be done yet this year by City DPW and an organized volunteer group. The stairway construction phase is postponed until 2022 due to seasonal limitations. 

Maple Avenue Project

  1. Maple Avenue from Corunna to north end: Work scope includes street reconstruction and water main replacement from a 4 inch main to a 6 inch main.  DPW scheduled to begin water main replacement end of July/early August, 2021.  Street construction will begin early spring, 2022.
Future Projects (2022)

Projects planned for water main construction:

  1. Clyde Street from Walnut to Shiawassee: Work scope includes water main replacement. Project under design phase.  Project was submitted as part of a CDBG Water-Related Infrastructure Grant.
  2. Huron Street from Huggins to east end: Work scope includes water main replacement. Project under design phase.  Project was submitted as part of a CDBG Water-Related Infrastructure Grant.
  3. Lynn St from Howell to west end: Work scope includes water main replacement. Project under design phase.  Project was submitted as part of a CDBG Water-Related Infrastructure Grant.
  4. Milwaukee Street from S Lyon to S Cedar: Work scope includes water main replacement. Project under design phase.  Project was submitted as part of a CDBG Water-Related Infrastructure Grant.
Projects planned for street construction:

  1. Jerome Street from Hickory to Oakwood: Work scope includes crush and shape with asphalt pavement construction along with minor drainage upgrades.  Survey was ordered for July, 2021.  Design work to follow.
Future Projects (2023)

Projects planned for street and water main construction:

  1. North Street from Shiawassee St (M-52) to Hickory St:  Work scope includes pavement rehabilitation with select curb and gutter repair, ADA sidewalk ramps, select sidewalk repair, select storm sewer replacement, and permanent pavement markings and signing; water main and water services replacement.  Project is a MDOT Small Urban Program project.  Survey has been obtained.  Design work to follow.
