State Representative Steve Frisbie announced that the Michigan House has passed his bipartisan bill aimed at eliminating double taxation for consumers trading in electronic devices. House Bill 4375, which Frisbie sponsored, would update the state’s Use Tax Act so that the trade-in value of portable electronics such as cell phones, tablets, and laptops is exempt from use tax when applied to a new purchase. The measure is linked to House Bill 4376, sponsored by Rep. Doug Snyder, which would make similar changes to Michigan’s Sales Tax Act.
“When people trade in their old phones or laptops, they shouldn’t have to pay tax on money they never actually spend,” Frisbie said. “This reform protects Michigan consumers, saves families money, and helps local retailers compete with big-box stores.”
Currently, more than 30 states—including Indiana and Wisconsin—already exclude trade-in values from sales and use tax calculations. If enacted, Michigan would align with these states and reduce costs for its residents.
The legislation received bipartisan support in the House after advancing through the Finance Committee with a 9-1 vote. It now moves to the Senate for further review.
